 What is the Gender Based Violence and Disability Program?

The Gender Based Violence (GBV) and Disability Program of the NCD Provincial Health Authority addresses the critical intersection of gender-based violence and disability rights. Gender Based Violence refers to any harmful act perpetrated against a person’s will. In Papua New Guinea, the legal framework, including the Disability Act 2015 and the PNG National Policy on Disability, aims to promote disability rights and ensure full participation.

 The program aligns with the Papua New Guinea National Strategy to Prevent and Respond to Gender Based Violence 2016-2025 and is implemented under Key Result Area 4 of the National Health Plan 2021-2030. Our focus is on public health issues related to GBV survivors and persons with disabilities, aiming to improve their health outcomes and address their rights through various initiatives. We coordinate planning, implementation, and outreach services across NCD health facilities.

 Services Offered

  • Prevention and Awareness:Conducting health talks, awareness campaigns, and distributing information materials in health facilities and communities to prevent GBV and promote disability rights.
  • Health Support Services:Providing initial health assessments and support for survivors of GBV at designated health facilities.
  • Information and Referral:Offering information on GBV, disability rights, available support services, and facilitating referrals to specialized services (e.g., counselling, legal aid, protection services) within the health system and through partner networks.
  • Outreach Services:Organizing mobile outreach activities to reach vulnerable populations and communities, providing awareness and access to information and basic support.
